Asylum-seekers process

Hey there, I was hoping I could get an idea of what is expected for asylum seekers to go through?

If anyone has any knowledge, maybe based off real life, we can adapt to the Star Trek world would be appreciated.

Asylum has two basic requirements. First, an asylum applicant must establish that he or she fears persecution from their Government in their home country.[5] Second, the applicant must prove that he or she would be persecuted on account of one of five protected grounds: race, religion, nationality, political opinion, or particular social group.[6]

My idea would be that Kate (as Station CO) could grant temporary asylum (to the station) while Ragnor's case is being investigated by Security and JAG. During this investigation Ragnor and his son's movements would be limited. I'm thinking to a residential apartment and its surroundings. If they need to go to Sickbay, for instance, they would require an escort. JAG would then compile a report and give it to Kate to look over. If Kate ( and the Senior Staff) agree that they should be granted Asylum in the Federation, Ragnor's application would be sent to the Federation Immigration Department along with a copy of JAG's report and a letter of endorsement from Kate. Ragnor and his son would then remain on Langley Station to await FID's decision.

1. Fears persecution? Check. Both he and his son will be killed if discovered.
2. Persecuted because of
race- No
nationality- No (Don't think Romulan Star Empire has that, the Republic is considered a terrorist organisation by the Tal Shiar)
political opinion- Well yes but he isn't stupid enough to voice it in public back in the Star Empire.
particular social group- bahahah well the Tal Shiar could say the Republic is a terrorist social group LOL so yes.
But the Tal Shiar don't care so we'd have to go back to Chaltok IV for the confirmation of Ragnar's answers.
Though he and his son was only in the wrong place at the wrong time that the Tal Shiar just put in and his son in with the present Republic people they were ambushing.

Everything else you said is cool with me.

Ana's story makes sense. Small thing. They would get civilian access to the station. Which means only the promenade and housing area and lowest computer access. Promande has a doctor's post for civilian. Only serious cases get referred to the hospital wards, but that's with special access. If Ragnar and/or his son need to go to anything in the command section they would indeed need a guard. There for his son can only start school after JAG has made a decision.

Do you want some evidence from Chaltok like footage or security feeds of that ambush? I'd think Ragnar's home computer would have recorded his family's deaths so can get that sent by a friend of them?
